Petitions and Signature Policy

UCS may host professional/civic signature campaigns and, when expressly configured to satisfy law, may collect signatures for an electronic petition through a civic association website.

Signature meaning

A signer confirms that the identity/professional information submitted is accurate and personally supports the displayed text. Signing is not membership, donation, patient consent or blanket marketing permission.

Data and verification

A petition may use Google, SMS or another method. UCS may collect name, surname, email, phone, medical/public sphere, specialty, workplace, country/city, verification method/status, provider identifier/payload, IP, forwarded-for, user agent, browser/OS/device and timestamps. Technical data may be used to detect duplicates, fraud and abuse.

Integrity

Duplicate, automated, forged, technically compromised or unverifiable signatures may be excluded; public totals can change after review. Private contact/security data is not automatically public.

Official status

Under Article 23-1 of the Law of Ukraine “On Citizens’ Appeals”, electronic petitions to specified public authorities may be collected through an official website or a civic association website subject to statutory requirements. UCS will not represent a campaign as such an official e-petition unless those requirements are actually met.
